The Laogai Research Foundation has organized a series of events appealing for the release of dissident rights defender Liu Xiaobo. The events include news conferences in several U.S. cities, and the following open letter to the German government and Bundestag, circulated by the Foundation’s chairman Tienchi Liao in Germany. The letter has now been delivered, and the full list of signatories is appended below.

To the German Government, and to the President and Honorable Members of the German Bundestag:

A group of 303 Chinese citizens, including many prominent Chinese scholars, lawyers and former officials, issued a manifesto on December 10, 2008, demanding bold political reforms including direct elections, separation of powers, the rehabilitation of people persecuted under authoritarian rule, the safeguarding of human rights and democracy, and allowing citizens to exercise their rights and engage in civic action.

Charter 08 states: “The Chinese people, who have endured human-rights disasters and innumerable struggles across the years, now include many who see clearly that freedom, equality and human rights are universal values of humankind and that democracy and constitutional government are the fundamental framework for protecting these values.”

This document takes its title and inspiration from Charter 77, which was issued in January 1977 by Czech and Slovak intellectuals calling for human rights in Czechoslovakia and abroad. Like its historical predecessor, Charter 08 recalls moments throughout Chinese history when intellectuals felt an obligation to speak out against shortcomings of the state, such as the 100-Days Political Reform of 1898, when scholars pressed the crumbling Qing dynasty to reform.

However, on the eve of the publication of Charter 08, Dr. Liu Xiaobo, a signatory and one of the most prominent dissident writers in China, was arrested together with a number of other dissidents. While the others have been released, Dr. Liu is still being held by the police under “suspicion of incitement to subvert state power.”

Dr. Liu Xiaobo has long worked toward the realization of basic human rights in China, including freedom of speech and freedom of the press. As a result, he has been subjected endless harassment from the Chinese authorities, including being repeatedly put under mandatory house arrests as well as being detained or imprisoned several times, a serious violation of universally recognized basic human rights and contrary to the social harmony concept promoted by the Chinese government.

This latest incident occurred on the eve of Human Rights Day on 10 December, the 60th Anniversary of the Universal Declaration of Human Rights. The year 2008 also marks the 110th anniversary of China’s Wuxu Political Reform, the 100th anniversary of China’s first Constitution, and the 10th anniversary of China’s signing of the International Covenant on Civil and Political Rights. At such a memorable nexus of historical events, the detention of Dr. Liu Xiaobo, a human rights defender, can only arouse anger among the people. It is a severe violation of human rights, and also a threat to the democracy practiced in other countries. We therefore protest in the strongest possible terms against this violation of human rights committed by the Chinese government, and ask for your help in urging the Chinese government to release Mr. Liu Xiaobo immediately and unconditionally.
